ASCP-Kenya Technical Project Assistant

Reports to:                 ASCP-Kenya Liaison/A Global Healthcare Public Foundation (AGHPF) Regional Director - Africa

 

Position Summary:

 

Through A Global Healthcare Public Foundation (AGHPF), serve as an in-country representative related to the ASCP’s cooperative agreement with the Centers for Disease Control and Prevention (CDC) to coordinate and assist in activities related to Kenya’s laboratory accreditation program as related to PEPFAR (President’s Emergency Plan for AIDS Relief). Collaborate with representatives from Kenya’s Ministry of Health (MoH), National Health Reference Laboratory, and CDC-Kenya, all under the guidance of the ASCP-Kenya Country Liaison, in the planning, and implementation of systems necessary to successfully meet ASCP’s commitments within the cooperative agreements with the goal of strengthening and expanding the MoH’s ongoing effort to provide programs to aid laboratories in Kenya to achieve WHO accreditation by 2011.

 

Serve as an ASCP on-the-ground staff contact for Kenya. Provide on-site staff support and ASCP representation during workshops, meetings, trainings, activities, and projects related to the accreditation program.

 

Provide logistical and administrative support to ASCP consultants designated to travel abroad to deploy training initiatives, technical assistances, and mentorships.

 

Overview of Roles

 

1.    Provides oversight in the organization of meetings, conference calls, and e-mail communications related to the successful implementation of the accreditation program in Kenya.

 

2.    In collaboration with the ASCP-Kenya Country Liaison, work closely with in-country leadership and CDC staff to plan and deploy projects related to the accreditation work plan.

 

3.    Serves as the ASCP staff representative and spokesperson during in-country trainings, stakeholder meetings, and events in Kenya related to the accreditation program. Works with all stakeholders to implement strategic plans related to accreditation. 

 

4.    Builds new relationships with potential stakeholders in-country and where the opportunity arises. 

 

5.    Generates written reports following in-country sessions.

 

6.    Serves as the lead logistics person while in-country.  Works with hotel staff, printers, instrument vendors, stakeholders, and participants to ensure smooth training events, meetings, programs, and activities for events related to Kenya’s accreditation program. 

 

7.    Promotes all ASCP Institute for Global Outreach products and services to stakeholders and potential consultants.  Well-versed and able to accurately and articulately describe all training programs, technical assistance opportunities, and pre-service opportunities.  Informs stakeholders of ASCPi opportunities and makes introductions where appropriate. 

 

8.    Other responsibilities as requested by ASCP Institute staff and the ASCP-Kenya Country Liaison.

 

Targeted Responsibilities

Responsibilities

1.    Attend and assist in laboratory assessments for laboratories participating in SLMTA.

2.    Assist with coordination of two SLMTA workshops.

3.    Mentor staff at the laboratories working towards accreditation in the completion of improvement projects following SLMTA training 1 and 2.

4.    Coordinate and support BLOT roll-out trainings for a total of 100 participants.

5.    Meet on a regular basis with NHRL staff to assess and assist in ASCP’s support of MoH’s HIV PT program.

 

           Qualifications Required for Effective Performance

A.    Education:

            Bachelor’s degree in Laboratory Medicine or equivalent Higher Diploma; Certifications Good Clinical Laboratory Practices, 
            Laboratory Management or Laboratory Auditing and Assessments will be an added advantage.

 

B.    Prior Work Experience:

1.    Minimum 1 year experience as a Laboratory Quality System Manager with experience in laboratory quality systems management.  

2.    At least 1 year experience in working with the Ministries of Health

3.    Experience in providing laboratory training in support of service delivery for HIV/AIDS programs.

 

C.    Job Knowledge:

1.    Knowledge of international laboratory accreditation standards

2.    Diplomatic and discretionary skills

3.    Public speaking and facilitation skills

4.    Excellent written and oral communication skills

5.    Strong organizational skills essential

6.    Knowledge of Microsoft Office programs, i.e., Word, Excel Outlook, PowerPoint and Microsoft Project
